The history of municipal climate planning in the U.S. is relatively short.
Portland, Oregon released a greenhouse gas (GHG) reduction goal and strategy in 1993. No U.S. city had set a goal or adopted a plan before that. Portland’s was just two pages long. Chicago released the first detailed municipal strategy in 2008. Nearly all municipal climate planning in our country has occurred in the past 20 years.those policies.
